Indeed, the actual model of e-waste recycling is far away from be efficient. Anyway, reusing computers and eletronics goods in developing countries can be an great opportunity to make good social rensponsabilities programs. This model wouldn´t be as cheap as the actual one, but the industrie, consumers and the goverment must pay for the environmental cost of eletronics anyway.

To put is simply: if analyzed systemically, the chain of production/consumption/use/discard of electronics is not complete (a very interesting video to understand the industrial chain is Annie Leonard's "The story of stuff" - http://www.storyofstuff.com/ ). To face that, a lot of measures can be taken: producing electronics that last longer, draw less energy and pollute less; reuse equipment - not only as it was intended to be used, but also as support for art, educational material and other uses. If manufacturers allowed every electronic device to be run with free/open source software, plenty of new uses would be created that could also reduce the demand on production.
